Abstract

Census Year 1990 Tract Polygons. This dataset contains polygon features, created as part of the DC Geographic Information System (DC GIS) for the D.C. Office of the Chief Technology Officer (OCTO) and participating D.C. government agencies. 2000 census tracts are identical to 1990 census tracts, except in instances where multiple tracts were merged to form one new tract. Census tracts were identified from maps provided by the U.S. Census Bureau and the D.C. Office of Planning. The tract lines were created by selecting street arcs from the WGIS planimetric street centerlines, and, where necessary, heads-up digitized from the 1995/1999 orthophotographs. Polygons were generated using these lines. All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters. METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.

This data is used for the planning and management of Washington, D.C. by local government agencies.

1992 D.C. Office of Planning ward and census tract map was heads-up digitized from the 1995 orthophotographs, and a shapefile was created. A base ArcInfo coverage of correct linework (snapbase.e00) for all DC data was developed after the final delivery of the planimetric street centerlines. The census tract datasets were selected using the above shapefile from the snapbase coverage, creating coincident geography with the other DC GIS datasets. These planimetric features were built as lines and used to create polygons. When imported into the DC GIS geodatabase, the coverages shift 0.01mm since the geodatabase supports only 11 digits of precision, not double precision (16 digits). Planimetrics were created at a scale of 1:1,000. This means that a well defined feature falls within two feet of true position. Attribute data (kept in separate tables) was provided by United States Census Bureau and the DC Office of Planning. All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.

All 1990 Census Tables in the DCGIS geodatabase were joined together creating one table. This tables was then joined to the Tract90ply feature class to add census data to the layer.
