Abstract

Street Light Poles. The dataset contains locations and attributes of street lights, created as part of the District of Columbia, Department of Transportation (DDOT) Street Spatial Database (SSD).

A database provided by the District of Columbia, Department of Transportation identified Street Lights.

All DC GIS data is stored and exported in Maryland State Plane coordinates NAD 83 meters.

METADATA CONTENT IS IN PROCESS OF VALIDATION AND SUBJECT TO CHANGE.

Purpose

This data is used for the planning and management of Street Lights - Assets, Activities, Incidents, as well as the maintenance of Street Light Features of the District of Columbia, Department of Transportation (DDOT).

Data accuracy

Accuracy
Osmose will achieve 95% attribute accuracy on a maximum 10% random sample in order for data to be deemed acceptable. Collected attributes will be evaluated against field conditions and the calculation of accuracy will be based on total countable collected attributes. Streetlight attributes will be quality controlled to an accuracy of 95% based on each counted attribute receiving equal weight. Attributes collected are as follows:

Logical consistency
Streetlight poles (where applicable) in wards 1-8 are tagged with a unique TSALIGHTID with the following formats:

WARD 1-3 and 5-8, a 5 digit numeric - NNNNN - where the first number = the ward number and the next 4 digits are sequential from 0001 to 9999.

WARD 4: 5 digit alphanumeric - NANNN - where the first number = 4 for Ward 4, the second letter is alpha beginning with A and the next 3 digits are sequential from 001 to 999 as follows:

Pole numbering information for joint use poles owned by others such as PEPCO and Verizon utilizes the same numbering convention as described above except a 7 digit number will be employed where the LAST two digits are always DC. Where the first number represents the Ward # and the next 4 digits are sequential from 0001 to 9999. Example - 10001DC - 19999DC

Pole tags are affixed at 14 ft above ground facing a road. If it is impossible due to obstructions or unforeseen circumstances, Osmose will affix the pole tag in an alternative place and note it in the data.

Streetlight poles are placed relative to the DDOT road network and have their XCOORDINAT and YCOORDINAT fields populated with the collected sub-meter X and Y coordinates in the NAD83 Maryland State Planes Meter coordinate system.

Completeness
Osmose performed an inventory of streetlights on 50,000 - 65,000 poles within the District of Columbia. The inventory was conducted in all of the Washington DC wards excluding ward 1 and part of ward 3. The streetlight inventory includes the following items:

The collection of pole and streetlight attribute information as described in the Attribute Accuracy section of the Data Quality tab.

The collection of sub-meter GPS on streetlight poles as described in the Positional Accuracy section of the Data Quality tab.

The installation of plastic tags on all streetlight poles as described in the Logical Consistency Report section above.

Horizontal positional accuracy
All light poles are inventoried and placed relative to DDOT's source road network. A sub-meter gps point is taken for each light pole with the exclusion of underpasses and tunnels. Each sub-meter gps point is stored in Trimble formatted .SSF files. The .SSF files are differentially corrected and exported to the NAD83 Maryland State Planes Meter coordinate system using Trimble's GPS Pathfinder Office software program. The XCOORDINAT and YCOORDINAT fields contain the sub-meter gps X and Y coordinates respectively.

The QA/QC process is based on a FastGate Mobile application configured for use on the Severn Construction Services streetlight inventory project. FastGate Mobile data collection software is programmed in such a way as to reduce the potential for error. The mobile software will contain verification routines to support the accurate and complete collection of data. These validations and quality control tools are programmed into FastGate Mobile to alert technicians of data collection rule violations during collection and to provide an environment for objective field quality assurance after collection.

In order to achieve high levels of data accuracy, Osmose has developed a controlled QA/QC process that uses the same FastGate Mobile technology and project specific data model in a separate quality control mode. This allows the task of Quality Control to be performed in a repeatable and controlled manner consistent with the data rules of the project using the same technology.

After a completed workpacket has been handed to the field supervisor from the field collector, the Quality Control group will be given the work set. Using the same FastGate Mobile application put in "QC Mode", the software will randomly sample (up to 10%) poles in each work set per field technician. These workpackets will be the basis of the lot size for the quality control. Each pole in the sample set will be visited by the QC group, and the assets collected during the initial inventory will be verified.

Collected attributes will be evaluated against field conditions. Osmose has integrated a FastGate Mobile Data Validation Application that automatically takes data collected by the field technician and compares it to the randomly selected data verified by the Quality Control group.

The application then performs an analysis that determines the quantity of any errors found for each required attribute. A report for each work packet is also generated. The Quality Control group will use this report to pass or fail an individual work packet. Failed workpackets will be sent back to the field technician to be corrected.

Osmose will respond to rejected work sets by (1) examining the root cause of the problem and (2) requiring the field collection team to correct the information to reach the appropriate level of quality standards. A root cause method looks at the reason for the failure, if the majority of the errors are caused by the same attribute, and then only that attribute needs to be corrected. The work set will undergo another round of Quality Control prior to re-delivery to Severn Construction Services only if no root cause is identified.
