Abstract

The Office of the Secretary provides protocol, authentication and public records management services to the Mayor and District government agencies. In addition to managing the District of Columbia's Archives, commissioning all District of Columbia Notaries Public, and publishing the District of Columbia Register and the District of Columbia Municipal Regulations (DCMR), the Office of the Secretary is responsible for maintaining official records of mayoral actions, receiving legal process for actions against the Mayor, and preparing executive orders, proclamations, directives, and administrative issuances. The District of Columbia Freedom of Information Act ("DC-FOIA"), like the federal FOIA upon which it was modeled, was enacted in 1976 to divest government officials of broad discretion in determining what, if any, government records should be made available to the public upon receipt of a request for information. In this regard, the DC-FOIA was "designed to promote the disclosure of information, not inhibit it." The DC-FOIA embodies "the public policy of the District of Columbia ...that all persons are entitled to full and complete disclosure of information regarding the affairs of government and the official acts of those who represent them as public officials and employees." In order to accord full force and effect to the spirit and intent of the DC-FOIA, officials of public bodies are required to construe its provisions "with the view toward expansion of public access and the minimization of costs and time delays to persons requesting information." Thus, the policy underlying the DC-FOIA favors the broad disclosure of official records in the possession, custody or control of public bodies of the government of the District of Columbia, unless such records (or portions thereof) fall squarely within the purview of one or more of the nine categories of information which are expressly exempted from the disclosure mandate.

This summary covers the period of October 1, 2007 to September 30, 2008 and contains data responsive to the annual reporting required by the FOIA to the extent available. Please note that each annual report is completed to extent possible but it has been difficult for some public bodies to locate complete records from the prior administration. To the extent that a public body does not report to the Mayor, information pertaining to that body may not be reflected in this report.

Purpose

This dataset has been published by the Citywide Data Warehouse program. The mission of the Citywide Data Warehouse is to provide timely and accurate information for decision-making; support executive and agency management in the implementation of business processes which will guarantee access to useful and well-organized information for DC Government workers, non-governmental organizations, and the public.
